The Forest Stewardship Council (FSC) has responded to recent criticisms regarding its certification system with a commitment to uphold its reputation as the most trusted forest certification system in the world. Recognizing the importance of open dialogue, FSC maintains that independent scrutiny has been vital to its success. The council emphasized that discussions about FSC should be based on accurate information, reflecting the considerable improvements the system has undergone in recent years.
Commitment to Transparency and Traceability
FSC views volume tracking as an essential step toward further bolstering the integrity of its supply chains. At the upcoming FSC General Assembly later this month, the membership will vote on motions to implement volume tracking within its operations. FSC has already taken a step forward in enhancing supply chain transparency with the introduction of FSC Trace, a blockchain-powered platform that enables end-to-end traceability. This platform is designed to track timber origins and ensure that FSC’s standards are upheld across the supply chain.
Recognizing the complexity of global timber supply chains—often involving multiple intermediaries, cross-border processing, and varying levels of regulatory enforcement—FSC is constantly evolving to meet these challenges. The council stressed that these complexities are precisely why FSC exists, and why maintaining the integrity of its certification system is paramount.
Addressing False Claims with Action and Evidence
A recent article from Preferred by Nature raised concerns over the prevalence of false FSC claims within the timber industry. FSC acknowledges that past misinformation has surfaced but asserts that the article relies on outdated data that does not reflect the improvements made within the certification system. Notably, the article’s claim of widespread false FSC assertions is not substantiated with verified evidence.
FSC’s response is clear: it addresses these risks with verifiable data and concrete actions. The council welcomes credible evidence of any misconduct and encourages those with such information to use FSC’s formal channels to ensure proper investigation and resolution. These channels are part of FSC’s transparent process for tackling issues related to standards, implementation, and overall performance.
System Reforms Through Open Dialogue
FSC has long relied on its General Assembly as a platform for debating and deciding on system-wide reforms. Later this month, members will vote on two key motions aimed at strengthening the integrity of FSC’s system. The General Assembly provides an open forum for discussion, collective accountability, and decision-making that allows FSC to evolve in line with industry needs.
FSC has also implemented a range of proactive measures to combat false claims within its supply chains. This includes the increased use of transaction verification, wood sample testing, and targeted investigations to identify and block companies involved in fraudulent activities. The council has worked closely with World Forest ID, an organization FSC helped establish, to advance scientific wood testing, further enhancing supply chain verification.
Addressing Concerns in the Paulownia Supply Chain
One notable example of FSC’s commitment to transparency is the action taken regarding irregularities found in Paulownia supply chains. In 2020, FSC uncovered inconsistencies in timber volume claims and false certifications linked to Paulownia. Since then, FSC has taken significant measures to address these issues, including blocking certificate holders who made false claims. Additionally, in 2021, FSC introduced the Advice Note on Confirmation of Origin for FSC-certified Paulownia Products to ensure that only timber traceable to FSC-certified forests could be sold with an FSC claim.
FSC’s rigorous monitoring process continued in 2022, with a further transaction verification loop conducted in the Paulownia supply chain. As a result, only one company was found to be in violation and was subsequently blocked from the FSC system. These actions reflect FSC’s commitment to swiftly addressing violations and closing gaps in the certification process.
Tackling Challenges in Russia and Belarus
FSC also highlighted the complexities of managing certification in countries with weaker enforcement systems, such as Russia and Belarus. In these regions, the risk of misdeclared timber entering certified supply chains is high. To address this, FSC has initiated the Eurasia Integrity Workplan (2024), a large-scale effort to mitigate the risk of Russian timber entering FSC-certified supply chains. This plan involves over 800 certificate holders across the region and includes transaction verification, isotopic testing, targeted investigations, and increased auditor training.
In 2023, FSC launched a verification process for birch plywood supply chains in the region, leading to the suspension of four certificate holders. Additionally, a 2024 field investigation in Kazakhstan resulted in two companies exiting FSC certification and one being blocked from recertification.
Looking Ahead: Strengthening System Integrity for the Future
As FSC continues to refine its certification processes, it is focusing on moving beyond reliance on audits alone. The council is enhancing system-level oversight and developing new tools to detect and address risks across the supply chain. Through digital traceability tools, transaction verification loops, and comprehensive investigations, FSC is ensuring that it can respond quickly to emerging threats and uphold the integrity of its certification system.
Looking ahead, FSC’s International Board has set strengthening system integrity as a global priority for 2026. This initiative aims to improve FSC’s ability to prevent fraud, maintain trust with stakeholders, and protect the credibility of its certification system as it continues to grow.
Conclusion
FSC’s commitment to maintaining the highest standards of integrity within the global timber supply chain is unwavering. Through a combination of technology, transparent practices, and collaboration with industry stakeholders, FSC is continuously improving its processes to ensure that its certification system remains the gold standard for responsible forestry. As the industry faces new challenges, FSC’s actions demonstrate its proactive approach to safeguarding the future of forests worldwide.
