Ontario is embarking on a transformative journey in the construction sector with the launch of its Advanced Wood Construction Action Plan. This strategic initiative, announced on June 26, 2025, focuses on integrating mass timber and prefabricated wood systems into the province’s building practices, aiming to enhance sustainability, reduce costs, and accelerate construction timelines.
The core of the action plan revolves around the adoption of mass timber and prefabricated wood systems. These innovative building materials, including cross-laminated timber (CLT) and glue-laminated timber (GLT), offer several advantages over traditional construction methods. They are not only sustainable and lightweight but also provide structural integrity comparable to steel and concrete. Moreover, buildings constructed with these materials can be completed up to 50% faster and at a cost reduction of up to 20%.
The Advanced Wood Construction Action Plan outlines four primary objectives:
To support these objectives, the Ontario government has committed over $13 million in funding. Notably, more than $8 million has been allocated to Element5, Ontario’s first fully automated manufacturer of cross-laminated timber, to scale up production capabilities. Additionally, nearly $3 million is directed towards education and research initiatives led by organizations such as the Canadian Wood Council and the Canadian Wood Construction Research Network.
The Canadian Wood Council (CWC), through its WoodWorks Ontario program, plays a pivotal role in this initiative. WoodWorks Ontario provides technical support, design assistance, and educational resources to professionals in the building sector, facilitating the adoption of advanced wood construction practices. Steven Street, Executive Director of WoodWorks Ontario, emphasized that this plan addresses current challenges while laying the foundation for long-term economic growth driven by industrialized wood construction .
The adoption of advanced wood construction aligns with Ontario’s commitment to sustainability and climate action. Wood is a renewable resource that sequesters carbon, and using it in construction helps reduce the carbon footprint of buildings. Furthermore, the plan supports the forestry sector, which generated $21.6 billion in revenue in 2023 and employed over 128,000 individuals in direct and indirect jobs.

By fostering innovation, supporting the forestry sector, and promoting the use of advanced wood materials, Ontario aims to meet its housing needs while contributing to environmental stewardship. The collaboration between government, industry, and educational institutions ensures a comprehensive approach to transforming the construction landscape.
